The Viable Cities initiative, Climate Neutral Cities 2030 commenced in 2017 and in October 1, 2021, the second phase started. The goal is that all participating cities will achieve climate neutrality by 2030. In 2021 Karlstad municipality became part of the initiative, which initially takes place over three years. The project includes partners from the public sector, civil society, local/regional business and industry and the academy. The initiative has two selected focus areas, circular consumption and transport, as well as four working groups. The working groups are:

1) Governance and financing,

2) Mobilization and co-creation,

3) Innovation and service development, and

4) Behavior and communication.

The focus of this study is on co-creation and the municipal role is as a facilitator. With this the case there are several ambitious efforts to involve businesses, civil society and individual citizens in circular economy and sustainable transport.
